Human Resources Development Department

The Department of Human Resources Development (hereafter — HRDD) is an independent structural subdivision of NOA «Kazakh National Medical University named after S.D. Asfendiyarov». The Department reports directly to the Executive Director. In its activities the Department is guided by the Constitution of the Republic of Kazakhstan, the Labour Code of the Republic of Kazakhstan, the current legislation of the Republic of Kazakhstan in the field of education and science, Resolutions of the Government of the Republic of Kazakhstan, orders of the Ministry of Health of the Republic of Kazakhstan, the Ministry of Science and Higher Education of the Republic of Kazakhstan, the Charter of ANAO «KazNMU named after S.D. Asfendiyarov», HR Policy of ANAO «KazNMU named after S.D. Asfendiyarov», internal regulatory documents of the University, orders and instructions of the Chairman of the Management-Rector.

The main objective of HRDD

The main objective of HRDD is to increase labor productivity through the development and implementation of the University’s personnel development system aimed at maximizing the potential of the University’s staff and increasing staff satisfaction with working conditions and the work performed.

The tasks of the HRDD
  • Implementation of the University’s HR policy by the University’s strategy and current development plans;
  • Provision of qualified personnel;
  • Creation of necessary conditions for effective utilization of knowledge, skills, and experience of the staff;
  • Providing employees with opportunities for development, training, and professional development of employees, career growth; stimulating creative activity;
  • Improvement of personnel evaluation methods;
  • Participation in the formation and improvement of the corporate culture of the organization;
  • Formation and preservation of a favorable moral and psychological climate;
  • Increasing labor satisfaction of all categories of personnel.
  • Compliance with the requirements of the quality management system, University policy in the field of quality, and other internal regulatory documents of the University in the field of quality;
  • Compliance with the requirements of the anti-corruption management system, anti-corruption policy, internal regulations, and legislative acts of the Republic of Kazakhstan with regard to combating corruption.
Core functions of HRDD
  • Personnel Planning and Marketing;
  • Development of personnel policy and HR management strategy;
  • Recruitment and personnel accounting management: documentation support of the personnel management system;
  • — Management of motivation and stimulation of staff labour;
  • Timely implementation of the University’s Strategic Directions and Development Programme within the scope of its activities and providing information on their implementation, including strategic indicators;
  • Assisting in the implementation of measures to improve the University’s quality management system (timely removal of remarks, fulfilment of recommendations of external / internal audits, etc.);
  • Maintaining the process of informing the University management about potential or existing violations of the anti-corruption policy, conflict of interest rules, corruption risks or incidents, and requirements of other internal regulations of the University on combating corruption.

The main functions of the HRDR Personnel Development Department
  • Placement of information in mass media;
  • Organisation of personnel recruitment, organization of the work of the personnel selection commission, organization of interviewing, assessment, selection, and admission of personnel;
  • Training, retraining, and professional development, induction and adaptation of new employees, evaluation of candidates for a vacant position, ongoing periodic evaluation of personnel, implementation of business career and professional promotion, organization of work with the personnel reserve, organization of work of the commission for personnel appraisal and evaluation;
  • Management of motivation and stimulation of work behavior, development of forms of moral stimulation of personnel, organization of normative and methodological support for the personnel management system, organization of the work of the Personnel Council.
The main functions of the HRDR Personnel Accounting Department
  • Analysis of personnel potential, analysis of the labor market, organization of personnel planning, planning and forecasting of personnel needs;
  • Recording of personnel recruitment, transfers, rewards and dismissal, professional orientation and organization of rational use of personnel, employment management;
  • Management of labor relations;
  • Analysis and regulation of group and personal relations, analysis and regulation of management relations, management of industrial conflicts and stresses, observance of ethical norms of relations, management of interaction with trade unions, organisation of work of disciplinary and conciliation commissions;
  • Participation in rationing and tariffication of the labor process, participation in the development of remuneration systems;
  • Ensuring work on participation in the QS WUR rating.
