Oneducation in the Flagship Course on Health Systems Strengthening: “Transforming primary health care to be fit for purpose in the 21st century”

The aimof the course- the coursefocusedon the representation ofthe basic theoreticalconcepts,European experienceand practical examplesof medical services, tailored to the needsand demands ofthe people, to expand the understandingof stakeholdersat national andregional levels,the main issuesofhealth care, people-centered.

 

The course programconsists of4modules:
Module 1:Health systems and thepractice of providingmedical services- an overview
Module 2:Coordinated/integratedprovision of health services
Module 3.Medical servicesthat address the needsand demands ofpeople
Module 4:Implementation ofthe agreed/integratedhealth care delivery

 

Target audience: representatives of the Ministry of healthcare and social development of the Republic of Kazakhstan,Department of Health, heads of medicalorganizations, educational institutions. The total number was40 people.

Summary of the modules
Module 1:Health systems and thepractice of providingmedical services- an overview
The modulewas designed tointroduce the conceptsof strengtheningthe health systemthrough the prismofservicesto addressthe needs ofthe population,and an understanding ofthe basicconceptsof health systems-oriented people

 

Module 2:Coordinated/integratedprovision of health services
The moduleis aimed atgaining knowledgeon modelingof health care, ensuring continuous improvementactivities andorganizationofservices, which are based onthe principle ofcoordinated/integratedhealth care delivery. Disassemble themain functionsof the processandpractical toolsfor their implementation.

 

Module 3.Medical servicesthat address the needsand demands ofpeople
Considering the introduction ofa systemof health care services, people-centered, from the standpoint ofproviding medical servicesandpublicpositions. From the standpoint ofthe health system- it isnecessary to organizethe provision of servicestoensure that thescope andorganization of servicesto the needsof the population, especially in remote areas. From the standpoint ofthe population-the tools andmeans of engaging peopleandenable them toparticipate intheir health care.

 

 

Module 4:Implementation ofthe agreed/integratedhealth care delivery
In this modulewaspresentedan overview ofthe mainaspects of leadership, development of conceptual approaches tochange the situationto improve the performanceof health systems, the development ofan integrated andpatient-oriented health-care system.

The main conclusions
First,the country has aneed to change thehealth care system andimprove itthrough the prism ofevaluationneeds of the populationfor health care
Second,this approachis fundamentally changinghealth policyandprovides the ability tocreate ahealth care system, orientedto the needs anddemands of the population
Third,the basic principles thatmust be includedin the newhealth care system-a patient-oriented, integrationof medical and socialassistance,cross-sectoralorganization andstructuring ofthe health system.
Fourth,an isolatedchange inthe health care systemcannotsolve this problem. Discussion ofa new paradigm ofhealth and health careshould occurwith the participation ofall stakeholders, agencies, ministries,companies, etc.
Fifth,the development ofhealth policyshould be comprehensive,systematic and coordinatedat all levels.Policyshould beorientedto the challengesof our time, the needs of the population,with the definition ofessential servicesto the population, adequateorganizationofservices, the establishment ofindicators, and performance, andconstantmonitoring of developmentsand assessment ofthe effectiveness ofselected policy.
