CRITERIA FOR THE COMPLETION OF KEY PERFORMANCE INDICATORS

Of the faculty members of KazNMU named after S.D. Asfendiyarov

Periods of performance evaluation of the teaching staff in accordance with approved criteria:

I period: June — November (for the University Days).

II — season: April — May (for the health care worker’s day).

Mechanism for gathering of information: 

Every 25th of each month (compliance the deadlines of documents is strictly necessary!) each teacher must provide information signed by the head of the department by each area to the directors of Educational Departments.

Head of the department and each teacher is individually responsible for the accuracy of provided data according to the paragraph 4.3. Regulation «The system of key performance indicators of the faculty members of KazNMU named after S.D. Asfendiyarov».

Each head of the expert group provides information to the Department of Human Resources Development for further analysis and monitoring after data validation and his signature.

Department of Human Resource Development makes a common set of information by academic staff, the rating of each teacher individually, rating of chairs, educational departments and faculties twice a year according to the periods of academic staff evaluation.

  1. I.                   EDUCATIONAL AND METHODICAL WORK
  2. 1.      The index «Publishing of academic or educational-methodical manuals individually or with co-author approved by the methodological Board of KazNMU» will strengthen the publishing activity of academic staff, and help to expand and update the database of educational and methodological literature of the University Library. Methodological-teaching materials after their publications can be sent for citation and getting recommendations from the Ministry of Education and the Ministry of Public health. This index is included into the criteria for determining of national ranking of the university and educational programs by specialties. Note: Taking into account only the first three authors!

It should be guided by the Regulations on the procedure of application for the acquisition and publication of textbooks and educational materials (order #596 from June 20, 2012) during the preparation of educational and teaching aids.

  1. 2.      «Development and implementation of innovative educational technologies» PBL, TBL, CBL and others. The indicator reflects the degree of implementation of new educational technologies into the learning process. The criteria for its implementation are implementing acts issued by the Group for the introduction of innovative technologies into the learning process. Note: Taking into account only the first three authors!

  1. II.                SCIENTIFIC WORK
  2. Number of publications:

a)      The number of articles with impact factor of 0.1 or higher in refereed international scientific journals, either alone or in collaboration. List of logs attached! See on website www.kaznmu.kz. section of «Science». It is necessary to provide copies of publications in refereed international scientific journals in the reporting period as supporting evidence.

b)     The number of publications in national journals recommended by the Science Committee of the Ministry of Education and Science of the Republic of Kazakhstan.  List of logs attached! See on website www.kaznmu.kz. section of «Science».  It is necessary to provide copies of publications in domestic journals recommended by the Scientific Committee of the Ministry of Education and Science of the Republic of Kazakhstan for the reporting period as supporting evidence. 

  1. Participation in research projects. As the supporting documents you need to provide an order of establishing the temporary scientific staff.
  2. Participation at conferences with reports

a)      Number of reports at the international conferences held in the Republic of Kazakhstan. It is necessary to provide programs of conferences for the reporting period as a supporting documents.

b)     The number of reports on foreign international conferences. It is necessary to provide programs of conferences for the reporting period as a supporting documents.

  1. Number of inventions (patents, certificate of authorship). Only copyright certificates are considered for chairs of general education disciplines. It is necessary to provide a copy of the patent or copyright certificate of authorship for the reporting period.
  2. Number of innovative own and borrowed acts of introduction (scientific, clinical). Criterion of its performance are the acts of introduction issued by the Commission of experts of KAZNMU for the reporting period. Note: Taking into account only the first three authors!
  3. Research work of the student.  It is necessary to provide a copy of the publication in scientific journals, conference program with the participation of the student, diploma or certificates indicating the student’s head.

  1. IV.              PROFESSIONAL GROWTH 
  2. 1.      Level of proficiency in a state language. Iit is necessary to provide the certificate on passing Kaztest as confirming document. Initial definition of level of proficiency by a state language will be carried out by KazNMU on a free basis through the Department of human resources development and the Center of language training. Further definition of the level and the certificate will be self-financed by the system KAZTEST.

In KAZTEST system the-level system of an assessment of language knowledge is taken for a basis – elementary, basic, average, above an average, high, highest levels. The tested person who has reached certain indicators on a-level scale and wishing to raise the indicators has opportunity to be trained on training courses and to reach necessary level because KAZTEST submits to step sequence.

  1. 2.      Level of proficiency in English. It is necessary to provide the existing certificate of IELTS or the existing certificate of TOEFL as confirming documents. Initial definition of level of proficiency by English of each teacher will be made by means of testing On-Line through the Department of Human Resources Development and the Centre of Language Training. «Placement Test» is available here http://www.interpress.kz/school/level_system/know_your_level.phpFurther definition of level and obtaining the certificate of IELTS or TOEFL will be made at the expense of self-financing!

  1. V.                EDUCATIONAL WORK    

The organization and carrying out actions have to be planned in advance and coordinated with the dean of faculty (if event is held at the level of faculty) or with the director of the department of development of welfare competences of students.

a)      Number of events organized and held at the faculty level and upper within one year.

  • For professors – public lectures (about a profession, or in patriotic and educational character). Not less than one event per year;
  • For associate professors and senior teachers – organization of events about healthy lifestyle, volunteering, etc. Not less than two events per year;
  • For assistants and teachers — organization of events about healthy lifestyles, volunteering, etc. At least two events per year;

b)      Number of events held in the dormitories for a year.

  • For associate professors and senior teachers – organization and carrying out round tables, conferences, actions etc. At least one event per year;
  • For assistants and teachers — organization and carrying out round tables, conferences, promotions, etc. At least two events per year.

Note: these indicators concern all academic staff except for tutors.
